The Jeanne Clery Campus Safety Alert or Clery Act is a federal statute codified at 20 U.S.C. § 1092(f), with implementing regulations in the U.S. Code of Federal Regulations at 34 C.F.R. 668.46.
The Clery Act requires all colleges and universities that participate in federal financial aid programs to keep and disclose information about certain crimes. Compliance is monitored by the United States Department of Education, which can impose civil penalties against institutions for each infraction and can suspend institutions from participating in federal student financial aid programs.
The Michigan State University Department of Police and Public Safety (DPPS) is required to maintain a public log of all crimes and fires reported to the department that occurred within Clery Geography or within the DPPS patrol jurisdiction. The log is required to have the most recent 60 days' worth of information. Each entry in the log must contain the nature, date, time and general location of each crime and disposition of the complaint, if known. Information in the log older than 60 days must be made available within two business days. To request information in the log older than 60 days, please contact clery@msu.edu.

Disposition Definitions
1-Exception: The case was resolved through a legal or prosecutorial action outside of standard arrest or citation procedures. This may include outcomes such as prosecutor‑approved diversion programs, deferred prosecution, death of the offender, or other circumstances where traditional charges were not pursued by law enforcement.
2-Arrest: A suspect was identified and arrested on scene, and the case was referred to the Ingham County Prosecutor’s Office for review of possible charges. Incidents in this category may include an arrest made after criminal charges were authorized by the Ingham County Prosecutor’s Office and/or the suspect has otherwise begun the formal court process after being arraigned on criminal charges.
3-Unfounded: After investigation, it was determined that the report was false or baseless.
4-Active: The reported incident is currently being investigated. Officers or detectives are still gathering information, following up on leads, waiting for additional evidence, or the incident has been submitted and is under review by the Ingham County Prosecutor’s Office. Additional action on the report is needed before changing to another disposition.
5-Inactive: The investigation is not currently active. All known leads have been followed, or there is not enough information available for further investigation. The report may be reopened if new information becomes available. This category includes incidents in which the victim has requested no prosecution, or the Ingham County Prosecutor’s Office has declined to issue criminal charges that were originally requested by MSU DPPS.
6-Citation: A citation (ticket) was issued to the involved individual instead of an arrest.
7-Warrant Issued: An arrest warrant has been issued by the Court for an individual believed to have perpetrated the reported incident; however, they have not yet been arrested or arraigned. Law enforcement will otherwise attempt to locate the individual so the warrant can be served, and the individual will be taken into custody. The case may remain active until the warrant is resolved through the court process.
8-Not a Crime/Other Service: Used for administrative or non-criminal reports such as accident reports, accidental fires, and mutual aid reports.
9-Closed- Crime Log Reportable: Reports in this category may originate from mandatory reporters under the RVSM and Title IX Policy, Campus Security Authorities, and other thirdhand reporting. These incidents may appear on the Clery Crime & Fire Log even when no further law enforcement action is possible, or there is a request for no further action from the victim. If additional information later warrants investigation, the report may be updated or converted to a criminal police report. Incidents in this category may also be reopened upon the request of the involved parties.
